The well in the escutcheon is representing the sources Mandusevac that once were in the place of the main city square of Zagreb, and where there is a fountain now. The other elements of the arms are, of course, based on the arms of Croatia, Slavonia and Dalmatia. Barry vert and argent from the fourth quarter (that together with the third quarter) originates from the coat of arms of Slavonia, are taken as a basis for the flag. In the grants of arms issued by the empress and queen Maria Teresia on 17-JUL-1759, when the County of Zagreb was officially formed for the first time, the barry (then also wavy) vert and argent, is explained as the rivers Sava and Kupa "encircling the County". An other explanation that was popularised around the time of the adoption of this flag is that the barry Vert and Argent is the old arms of the Turopolje noble community, south of Zagreb.
The County of Zagreb re-established in 1993, but the city of Zagreb itself was excluded from it in a separate city with a county status, so the County included only so called "Zagreb ring". In 1995 the two were merged. The City of Zagreb, while having county status used only the flag of Zagreb (q.v.). In 1997 the City of Zagreb was granted special status within the County. The County of Zagreb (still being only the "ring") adopted a flag equal to the one above, but in ratio 2:3, on 30-JUN-1994, decision was issued (and valid since) 28-SEP-1995. At the same time the Decision on changes of the Decision (19-MAY-1995) was issued, and made valid, so the 2:3 flag was never effectively valid.
