The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Some exceptions from this rule are tolerated for the cities with traditional flag established before these rules were made, while some cities choose to ignore the regulations and use a flag of their liking. It may be that in time the latter exceptions would be replaced.
In 1997 community of Orahovica was given a city status.

Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The coat of arms of Virovitica is the traditional coat of arms of the city Gules, on a Mount Vert a Lion rampant Or, holding in dexter a Sabre Argent hilted Or above his head based on the previous seals. The flag is adopted in 1994, white with the coat of arms in the middle.

The coat of arms of Orahovica is or a ruined fort sable. The ruined fort is Ružica Grad from 13th century dominating the landscape on a hill above Orahovica. The flag is dark blue with the coat of arms in the centre of it bordered white. The ceremonial flag is a blue gonfalon with three trinagularly ending tails containing golden ornaments of vine and oak branches, in the centre of it is the coat of arms and above the name of the city in two lines.

Until 1997 Orahovica was a community.

The coat of arms of Slatina is Azure, a Mullet of Eight Or above Moon Argent increscent. It is being used on civic seals since about 1860, even though there are claims that it originate from 15th cnetury. The flag is yellow with the coat of arms in the middle.

Slatina was until 1997 named Podravska Slatina.
