The regulations on the local flags in Croatia require that a flag of a city or community be of a field of one colour with the coat of arms in the middle or offset towards hoist. Most of the communities follow this rule.
In the administrative reform of 1997 several new communities were formed split off from older communities, while at the same time the communities of Vojnić and Lasinja were added to Karlovac County, respectively from Sisak and Moslavina County. In 2003 the community of Kamanje was formed from part of the community of Žakanje. In 2006 the community of Skakavac was included into the city of Karlovac.


Legal notice: The counties, cities and communities in the Republic of Croatia by their decision on adoption and use of the coats of arms and flags limit the use of these symbols only after obtaining an explicit written permission. However, most of the units of local government and self-government by the same decisions explicitly allow the free use of the symbols in the educational and scientific purposes and in the artistic creation, under condition that such use does not offend the dignity and honour of the local unit. The author of these pages considers that the depiction of the coats of arms and the flags here meets the conditions of free use in that sense.

The coat of arms of Barilović is gules a bend argent between two swords bendwise of the same hilted an pommed or. The swords are included as the symbols of defence, as the community encompasses several historically important defence sites from various wars. The red field of the arms is also the symbol of the struggle for freedom. The silver bend stands for the Korana river. The flag is yellow with the coat of arms in the centre of it.

Until 2006 the community name in the official gazette is Barilovići.



Bosiljevo

The coat of arms of Bosiljevo shows in blue field stone wall with a white turret and behind it a white square tower. This is heraldrized representation of the castle in Bosiljevo, built by the Frangapan family, with its characteristic turrets. The flag is white with the coat of arms in the centre of it.

The coat of arms of Cetingrad is azure a charter argent with five seals gules pendant from it on strings or. The flag is light blue with the coat of arms bordered yellow in the middle. The charter is a symbolic depiction of the charter signed on the New Year of 1527 on the Assembly of Cetingrad. At the Assembly the Croatian nobility elected Archduke Ferdinand Habsburg for the king of Croatia. The charter sealed with the seals of the highest Croatian nobility and the Great Seal of the Kingdom (with chequy shield) is among the most important documents of the Croatian statehood and is preserved in the state archives in Vienna.

The coat of arms of Draganić was modernized graphically. It is: azure a base of a seat or between a six-pointed rosette argent and a crescent increscent of the same. The coat of arms appears already in a seal of a noble community of Draganić of 1519, and can be traced from there throuh a large number of documents throughout history. The seat is a symbol of a site of decision making of a community of free citizens. The triangular shape stands for the divine providence. The modern flag is red with the coat of arms in its centre.
In 2011 a new decision on design was made, describing what appears as a combination of this and previous design. Details are not yet available.

Until 1997, the official name of the community and its main settlement was in plural form - Draganići. The community of Draganić is mentioned already in 1249, but until 1993 it was part of the community of Karlovac.

This variant of the coat of arms is based on the versions used in 19th century and especially from the Laszowski's book. The flag was red with that coat of arms in its centre. A ceremonial flag was also prescribed, vertical, red with the golden fringe, the coat of arms flanked with golden oak leaves and acors and arched inscription of he community name below it. It is not confirmed if that ceremonial flag was ever produced.

The coat of arms of Generalski Stol is azure a chevron throughout inverted and in chief a linden leaf slipped and fruited or. The linden leaf refers to the ancient name of the town Lipovac, that was changed in 17th century when it was the seat of the headquarters of the General of the Military Border, Vuk Krsto Frankopan (ca. 1588 – 1652), the father of much better known Fran Krsto Frankopan, in his campaigns to defend the country from the Turks. The flag is dark blue with the golden bordered coat of arms in the centre of it. The ceremonial flg (reconstruction from description) is blue gonfalon with the coat of arms in its centre, the name above and linden ornament below.



Josipdol

The coat of arms of Josipdol is argent a heraldic helmet proper with a mantle gules and or and for the crest a wing per fess gules and or a mullet of the last in the first. This is the helmet and the crest of the Frankopan family, princes of Krk and Modruš, once among the most important families in the region. Such helmet and crest are usually set above the shield, which itself would contain the main heraldic emblems, and the use of helmet as a charge in the shield itself is very unusual. The flag is red with the coat of arms in the middle bordered golden.
The ceremonial flag is red with the coat of arms in the middle, the name of the community above and birch ornaments in the tails. The table flag is based on the ceremonial flag, but not entirely the same - red vertical ending triangularly, with the coat of arms, name of the community and two linden branches below.



Kamanje

The coat of arms of Kamanje is or a conjoined double bendlet wavy azure in the chief a neolitic vase between a mulet and a crescent increscent and in the base seven lozenges, sinister three in bend dexter, dexter three in bend sinister, and one in between, all also azure. The neoloitic vase is found in the cave Vrlovka in Kamanje, the wavy bends symbolize the river Kupa, while the star and crescent are traditional part of the coats of arms in the region. The severn lozenges stand for the seven settlements of the community. The flag is blue with the coat of arms in the middle.
The Central state office for administartion refuzed the design.

Until 2003 Kamanje was part of the community of Žakanje.

The coat of arms of Krnjak is argent a corn ear vert between two oxen horns gules and in base four barrulets wavy of the second. The flag is red with yellow bordered coat of arms in the middle. The ceremonial flag is light yellow gonfalon ending triangularly with golden fringe, the coat of arms in the middle, the name of the community above in two arches and green oak branches below.

The coat of arms of Lasinja is azure a swallow volant proper and in base a bar wavy argent. The swallow is canting the name of the community. The flag is dark blue with the coat of arms bordered yellow in the middle. The ceremonial flag is a light blue gonfalong with three triangularly ending tails with fringe, the coat of arms in the middle and golden ornaments in the tails, exact detals unknown.

Until 1997. Lasinja was in the Sisak-Moslavina County.



Netretić

The Community of Rakovica adopted canting arms: Or, a Crayfish Gules (rakovica meaning 'crayfish'). The flag is Bordeaux red with the coat of arms in the middle.
The ceremonial flag that is pictured in the materials accompanying the decision on adoption is not mentioned in the text of the decision; status unclear, but it seems that it is in use.

Rakovica is situated on the main road from Karlovac to Plitvice lakes and further south. It is the place where the Rakovica uprising started under leadership of Eugen Kvaternik in 1871. Even if the uprising was unsuccessful, it was the first attempt to win independence for Croatia.

The coat of arms of Ribnik is vert a chestnut branch with three leaves and two fruits or and in chief a fish nainaint argent. The flag is green with the coat of arms bordered yellow in the centre of it. The fish symbolizes the river Kupa and the branch and green colour the woods in the region.

Until 1997 Ribnik was part of the community of Žakanje.

The coat of arms of Saborsko is vert bordered argent a church argent with open wooden doors and a distaff belfry and in the chief a mulet or. The arms is showing the old stone masoned parish church with the typical belfry of so called distaff type built in 1726, a cultural monument of the zero category. The star is reminder to the history and the symbol of rulers of the Frankapan family, during whose rule the community is first mentioned in 15th century. The flag is blue with the coat of arms bordered yellow in the centre of it.

The coat of arms is: azure a silver masoned bridge of two rows of three arches and in base the head of St. John the Baptist on a plate or.
The flag is blue with the coat of arms bordered golden in the middle. The ceremonial flag adds the supporters, two lions rampant on an ornamented compartment and a crown; above the crown is the name of the community and in the tongues oak ornamentation.

The community of Tounj was formed in 1997 from parts of the community of Josipdol.

The coat of arms adopted initially consisted of a shield with a Croatian royal crown, a saw, a mill wheel and two rivers, coloured red, white, blue, golden and silver. No more details are available. It was set in the centre of a light blue flag.

The coat of arms is: gules, three linden leaves or, on a chief argent a fish naiant gules. The flag is yellow with the coat of arms in the middle.
